Chandigarh, July 3

The Local Government Department has made the urban local bodies (ULBs) responsible for putting in place a mechanism to collect, recycle and dispose of construction and demolition waste generated in the urban areas of the state.

The civic bodies have been made responsible for laying down a system to process the collection, transportation and processing of the waste and track the waste generation. Also, the responsibilities and requirements of property owners, contractors, transporters and the ULBs under the standard operation procedure (SOP) were notified by the department on Thursday.

Local Government Minister Brahm Mohindra said the SOP would enable the department to standardise the management of construction and demolition waste. "Impetus has been given on incentivising the stakeholders to streamline the entire process. Management of waste, like paints and aerosol, has also been taken into account. Instead of throwing the waste material here and there, the ULB would be responsible for providing space for collection of waste material," he said.

Not only the ULBs, the property owners undertaking construction activity or the contractors engaged would also be responsible for collection and segregation of concrete, soil and other waste material. It would responsible of those undertaking construction to store the construction material within their premises and not cause traffic obstruction on roads. Also, it would be the responsibility of the contractor to deposit the waste at a designated collection centre of the respective ULB.
